Federal Economic Stimulus Grants

The City of Concord is closely monitoring the following grant opportunities resulting from the American Recovery and Reinvestment Act of 2009:

Grantor Program:    American Recovery & Reinvestment Act of 2009
Grantor Program Name:    Edward Byrne Memorial Justice Assistance Grant (JAG) Formula Program
City Department Monitoring, Applying, Coordinating or Tracking:  Concord Police Department
Agency Managing Grant Expenditure: US Department of Justice - Office of Justice Programs - Bureau of Justice Assistance
Proposed Use:  These funds can be used for equipment, vehicles (cruisers), funding for new police personnel, and technology-based initiatives.
Expected or Requested Funding Amounts:   $183,788
Status:  Grant award has been approved by the Department of Justice.  Grant will be activated and funds available for drawdown once acceptance paperwork has been submitted by the City.
Comments:  A portion of these funds ($3,788) will be going to the County.  The Police Department has submitted a joint application with the Towns of Pembroke, Hooksett, Northfield and Pittsfield; as well as with Merrimack County (total funding for all agencies is $249,721).  The grant award was approved by the Department of Justice on July 16, 2009.  Funds awarded to the Concord Police Department will be used to purchase cruisers and fund two police officer positions for a period of 12 months.

Agency Managing Grant Expenditure:  State of New Hampshire
Proposed Use:  The State of NH will be receiving funds to be made available through a competitive grant process for law enforcement programs throughout the State.  These grants will be available to both local and state agencies.
Expected or Requested Funding Amounts:   Unknown
Status:  The City will monitor the Request for Proposal and, if appropriate, will make application.  At this time no RFP’s have been announced whereby the Concord Police Department is eligible to apply.

Grantor Program:   American Recovery & Reinvestment Act of 2009
Grantor Program Name:   COPS Hiring Recovery Program (CHRP)
City Department Monitoring, Applying, Coordinating or Tracking:  Concord Police Department
Agency Managing Grant Expenditure: US Department of Justice, Office of Community Oriented Policing Services
Proposed Use:  For the hiring of police officers.  Funding will cover 100% of the cost of a new officer for three years.  The municipality must agree to continue funding the position for at least one year after the grant ends.
Expected or Requested Funding Amounts:   Requested $1,452,808 (7 positions at 3 years of funding each).  The City was notified on 7/28/09 that the COPS Hiring Recovery Program has awarded funding to the Concord Police Department for one police officer.  The total award amount is $207,544 and covers the salary and benefits for this officer for three years.
Status:  Notification of award was received on 7/28/09.  Acceptance of this award is pending public hearing and review by the City Council on 9/14/09.
Comments:  Funding was approved for one police officer position for three years.

Proposed Use:  For law enforcement programs focusing on improving the capacity of local justice systems.
Expected or Requested Funding Amounts:   Requested $232,168
Status:  Application submitted April 23, 2009
Comments:  Requesting funding for two part-time CSA positions, one full-time dispatcher, and one part-time dispatcher.  As of 9/3/09, the Department is still awaiting notification regarding the status of this grant application.

Grantor Program:   American Recovery & Reinvestment Act of 2009
Grantor Program Name:   Office of Juvenile Justice and Delinquency Prevention, Internet Crimes Against Children (ICAC) Task Force Program
City Department Monitoring, Applying, Coordinating or Tracking:  Concord Police Department
Agency Managing Grant Expenditure: US Department of Justice - Office of Juvenile Justice and Delinquency Prevention
Proposed Use:  To help state and local law enforcement agencies develop effective, sustainable responses to on-line child victimization and child pornography.
Expected or Requested Funding Amounts:   Unknown
Status:  Funds awarded to the State of New Hampshire were assigned to the State's Internet Crimes Against Children Task Force.  The Concord Police Department plays an active role in this task force and works cooperatively with other agencies in the State addressing internet crime.
Comments:  At this time, the City of Concord is not eligible to apply for a grant under this program.

Grantor Program:   American Recovery & Reinvestment Act of 2009
Grantor Program Name:   Assistance to Firefighters Grant Program
City Department Monitoring, Applying, Coordinating or Tracking:  Concord Fire Department
Agency Managing Grant Expenditure:  Concord Fire Department
Proposed Use:  These funds can be used for the construction of new fire stations or the renovation of existing fire stations.  A total of $210 million is expected to be available, with a limit of $15 million for any single grantee.
Expected or Requested Funding Amounts:   A review of the City's Capital Improvement Program for Fire Department facilities indicates that there are at least $213,450 in fire station improvements planned for the next several years.  Specific projects include revamping flooring and ceiling materials, adding an additional bay to the Broadway Fire Station, and constructing an apparatus storage area at the Heights Fire Station.
Status:  The application period opened on May 29, 2009.  The application period will close on July 10, 2009. 
Comments:  The Concord Fire Department elected not to participate in this process, as none of the planned improvements fell within the priority areas identified in the grant.  Priorities included repairing or replacing unsafe or uninhabitable structures or expanding coverage.

Grantor Program:   American Recovery & Reinvestment Act of 2009
Grantor Program Name:   Staffing for Adequate Fire and Emergency Response (SAFER)
City Department Monitoring, Applying, Coordinating or Tracking:  Concord Fire Department
Agency Managing Grant Expenditure:  Concord Fire Department
Proposed Use:  These funds can be used for increasing the number of firefighters serving a jurisdiction.  New legislation passed on June 24, 2009 which waives the matching requirement but retains the commitment to employ the firefighter for a minimum of five years.
Expected or Requested Funding Amounts:   To be determined
Status:  The application period is not yet open.
Comments:  This grant has not previously been attractive as the receiving jurisdiction would be required to repay all grant costs if it reduced staffing.  Congress may act to relax these requirements and that would make the grant much more feasible.  The department will continue to monitor this situation.

PROGRAM CATEGORY:  HIGHWAYS AND TRANSPORTATION


Grantor Program:   American Recovery & Reinvestment Act of 2009
Grantor Program Name:   Surface Transportation Infrastructure
City Department Monitoring, Applying, Coordinating or Tracking:  Community Development Department
Agency Managing Grant Expenditure: NH Department of Transportation (NHDOT)
Proposed Use:  These funds can be used for surface transportation projects, predominantly highways and bridges.  Projects must be on the Statewide Transportation Improvement Program (STIP) and on the State Ten-Year Plan.
Expected or Requested Funding Amounts:   Not Applicable
Status:  The City is petitioning for inclusion on the STIP and the Ten-Year Plan.
Comments:  Despite multiple efforts on the City's part to alter this methodology - including direct communication with Congressional delegates and NHDOT - the inclusion on the STIP and the Ten-Year Plan remains the formula for disbursement of federal dollars.  Unfortunately, Concord's "shovel ready" projects are not on this list as they lie within the "urban compact" zone.  City officials met with NHDOT officials in April to seek a re-writing of the current policy.  After listening to the City's concerns, NHDOT officials admitted that the situation is unique and presents a challenge for communities such as Concord.  It was suggested that Concord approach other municipalities that may share similar concerns to devise an alternative.  The City is exploring this option.

Grantor Program:   American Recovery & Reinvestment Act of 2009
Grantor Program Name:   Grants-in-Aid for Airports
City Department Monitoring, Applying, Coordinating or Tracking:  Community Development Department
Agency Managing Grant Expenditure: NH Department of Transportation (NHDOT)
Proposed Use:  Grants for discretionary projects such as the installation of and incursion of runway prevention devices and systems.  These grants would be 100% federally funded.
Expected or Requested Funding Amounts:   Not Applicable
Status:  The City is petitioning for inclusion on the STIP and the Ten-Year Plan.
Comments:  The City has received numerous federal grants under the "Airport Improvement Program (AIP)" over the years.  These have been a 95% federal share with 2.5% State and 2.5% City share.  The City is still working to expend funds from recent AIP grants under the existing formula.  NHDOT Aeronautics personnel have indicated that ARRA grants in aid for Airport funding would likely not be applicable to Concord due to the fact that the program is focused on "shovel ready" projects (for example, 50% of projects must be placed under contract by June 17, 2009).  The adjacent Karner Blue Butterfly preserve necessitates environmental studies and restrictions on construction that preclude quick project turnarounds.  As a result, the City is at a tremendous competitive disadvantage for this funding stream.

PROGRAM CATEGORY: WATER RESOURCES


Grantor Program:   American Recovery & Reinvestment Act of 2009
Grantor Program Name:   Clean Water State Revolving Loan Fund
City Department Monitoring, Applying, Coordinating or Tracking:  Community Development Department, with lead taken by General Services Department
Agency Managing Grant Expenditure: NH Department of Environmental Services (NHDES)
Proposed Use:  Loan (grant) for municipalities' wastewater/clean water projects.
Expected or Requested Funding Amounts:   $925,000 for three projects: Sanitary Sewer Rehab; Bow Brook Culvert Replacement; and West Sugarball Road Drainage Outfall.
Status:  NHDES has notified the City that none of its projects made the first cut for funding purposes.
Comments:  The City will continue to monitor this funding mechanism.  NHDES criteria for award includes readiness ("shovel ready"); environmental/public health benefit; facility capacity benefit; energy efficiency; and innovation and affordability.

Grantor Program:   American Recovery & Reinvestment Act of 2009
Grantor Program Name:   Safe Drinking Water Act
City Department Monitoring, Applying, Coordinating or Tracking:  Community Development Department, with lead taken by General Services Department
Agency Managing Grant Expenditure: NH Department of Environmental Services (NHDES)
Proposed Use:  Loan (grant) funds for municipal drinking water projects.
Expected or Requested Funding Amounts:   $1,765,000 for two projects: A new water main on Manchester Street and cleaning and lining of water lines in the South End.
Status:  Neither project was designated for funding by NHDES in the first round.
Comments:  The City will continue to monitor this funding mechanism.  NHDES criteria for award includes existing violations of drinking water standards; existing deficiencies in the supply or storage of drinking water; existing deficiencies in the treatment or design; readiness to proceed; affordability (ratio of annual water rate vs. median household income); green infrastructure, water efficiency, energy efficiency component.  The City's historically proactive approach to ensuring the safety and quality of its drinking water supply may have placed Concord at a disadvantage.

Grantor Program:   American Recovery & Reinvestment Act of 2009
Grantor Program Name:   Drinking Water SRF

Agency Managing Grant Expenditure: NH Department of Environmental Services (NHDES)
Proposed Use:  These funds can be used for capital improvements to public water supply infrastructure.
Expected or Requested Funding Amounts:   The City has made application for six projects, with a total funding request of $3,865,000.
Status:  The application process has closed.  NHDES has published a priority list.
Comments:  The NHDES draft priority list provides a numerical rating for all applications received and has sufficient funds for 45 projects statewide.  One of these 45 projects is for backwash water pump replacement at the City's Water Treatment Plant.  The draft priority list also includes five other projects for the Concord Water System, which are not scheduled to receive funding.  Potentially, the City of Concord could realize additional funding opportunities if other communities are unsuccessful in qualifying.

Status:  The application process has closed.
Comments:  The City was successful and will be getting funding for this project.

Proposed Use:  These funds can be used for reducing diesel engine emissions from motor vehicles, equipment and school buses.
Expected or Requested Funding Amounts:   The City has made no applications for grants under this program, as it requires the City to expend funds that it would not otherwise spend.
Status:  Some aspects of the grants remain open to application, as funds remain available.  Other aspects have various deadlines, some as early as March 31, 2009.
Comments:  DERA provides the following grants: Idle Reduction Technology; Cleaner Fuel Use; Engine Repower; Vehicle/Equipment Replacement; School Bus Replacement; Refueling Infrastructure for Alternatively Fueled Vehicles; Incremental Cost of Dedicated Alternatively Fueled Vehicles; Educational Outreach Workshops; Alternative Fuel and Advanced Technology Vehicles Pilot Program.

Comments:  The City must submit its application no later than June 28, 2009 at 8:00 p.m.

Grantor Program Name:   Energy Efficiency Conservation and Renewable Energy Grants
City Department Monitoring, Applying, Coordinating or Tracking:  General Services Department and City Purchasing Division
Agency Managing Grant Expenditure:  US Department of Energy
Proposed Use:  These funds can be used for capital improvements for energy efficiency and conservation.  The EECBG funds available may be used to spur economic growth, decrease total energy consumption by improving the energy efficiency of vehicles and buildings, and create jobs.
Expected or Requested Funding Amounts:   The City is working with Siemens on Phase III of the Energy Savings Performance Contract.
Status:  The application process is performed on-line through a Federal procurement site.  The Purchasing Agent has registered on this site and will be the City's agent making application.  The application due date is June 25, 2009.
Comments:  The City has been notified that it will receive $203,800 in energy efficiency and conservation grant dollars through a formula distribution.  The City is tracking these developments and will be prepared to submit a request by June 1, 2009

Grantor Program:   American Recovery & Reinvestment Act of 2009
Grantor Program Name:   US Environmental Protection Agency (USEPA) Brownfields Program
City Department Monitoring, Applying, Coordinating or Tracking:  City Administration - Project and Grants Division
Agency Managing Grant Expenditure:  NH Department of Environmental Services and USEPA
Proposed Use:  Assessment or clean-up of qualifying Brownfields properties.
Expected or Requested Funding Amounts:   $358,311 for clean-up of environmental contamination.
Status:  $100 million nationally; $1.8 million for NH (estimate).  Funding for individual projects is limited to $200,000 for assessment or clean-up activities, unless waived by the USEPA.  No match is required.
Comments:  On April 24, 2009, the City nominated the former Allied Leather Tannery Site, located at 35 East Street, to the NH Department of Environmental Services (NHDES) for clean-up funds in the amount of $529,009.  However, after further consideration with NHDES, this amount was reduced to $358,311, as some portions of the City's initial request were not eligible under the program.  If successful, grant funds shall be used for removal of 56,000 SF of concrete slabs, as well as excavation and disposal of 600 tons of chromium contaminated soils and 1,350 tons of PAH contaminated soils at the site.  On or about May 1, 2009, the NHDES will submit a master grant application package to the USEPA for all Brownfields funding requests received Statewide.  The USEPA will review these nominations and then award the NHDES a lump sum amount of funding, which the NHDES will sub-grant to those projects it chooses to fund in its sole discretion.  A final grant award could be made to the City by Labor Day.

Agency Managing Grant Expenditure:  US Economic Development Administration (EDA)
Proposed Use:  Funds can be used to rehabilitate infrastructure in order to preserve or expand job or tax base.
Expected or Requested Funding Amounts:   $0
Status:  $100 million available nationally
Comments:  Local governments are eligible recipients for funding; however, they must meet the following requirements: 1) an unemployment rate that is at least one percentage point greater than the national average for the most recent 24-month period; 2) per capita income that is 80% or less of the national average per capita income for the most recent period for which data are available; and 3) have a "special need" as determined by the EDA.  Given the City's low unemployment rate, relatively high per capita income, and lack of special needs arising from natural disaster or major employer layoffs, it is unlikely the City will be able to effectively compete for these funds.

Proposed Use:  Weatherization funds for energy efficiency measures in low income households.

Status:  Executive Council accepted the funds on 4/1/09.
Comments:  Our local CAP now has the grant money. Concord residents will benefit.

Grantor Program:   American Recovery & Reinvestment Act of 2009
Grantor Program Name:   Broadband Technology Opportunities Program - Expanded Public Computer Access
City Department Monitoring, Applying, Coordinating or Tracking:  Concord Public Library
Agency Managing Grant Expenditure:  US Department of Commerce: NTIA
Proposed Use:  Increase public computer center capacity
Expected or Requested Funding Amounts:   Unknown at this time
Status:  First round applications closed 8/14/09.  Second round information to be released at the end of 2009.
Comments:  This is a competitive grant program with matching fund requirements.  According to the American Library Association, the application of the unserved and underserved limitations to libraries essentially disqualifies a significant proportion from applying for broadband infrastructure funds.  The City will monitor eligibility criteria for rounds two and three.

Proposed Use:  Increase in commodities and funds for distribution costs that will provide additional food to food distribution programs, food pantries, and soup kitchens.
Expected or Requested Funding Amounts:   $340,341, $272,935 for food, $68,405 for Admin.
Status:  CAP had one food distribution in June and one in July.  There is likely to be one in September as well.
Comments:  Distribution based on food stamps participation in State and increase over past twelve months.

Grantor Program Name:   Violence Against Women - Transitional Housing Assistance Grants

Proposed Use:  The Transitional Housing Assistance Grant Program will administer $50 million in grants focusing on a holistic, victim-centered approach to transitional housing services and related support services that move individuals into permanent housing.

Comments:  Programs assisting unemployed or expanding existing services are a benefit to low-income individuals.  Benefits were also increased by $25.00.

Comments:  As of October 1, 2009, a waiting list was put in place for working families to receive child care subsidies.  The stimulus money was insufficient to prevent this.

Comments:  Additional eligibility will help, especially those without assets/resources.  DES did get more than $6 million for assisting displaced workers, adults & youth, etc. with employment. Money goes to workforce opportunity council, already doing this kind of work. Expands the base eligibility.

Comments:  Contacted local Community Health Ctr. for update.  The Capital Region Family Health Center indicated they did not think they were getting any funding through this.  Nashua’s Harbor Homes, Inc. received the funding.

Comments:  DHHS did qualify due to increased caseloads; therefore this money will assist in reimbursing some of the associated costs with the increased caseloads.  Social Security recipients also received a one-time payment of $250 in June through this grant.

Comments:  It does not appear the City will be able to utilize this program.

Proposed Use:  This program will help older individuals, aged 55+, to enhance their work skills.

Status:  Met with Candace Whittemore and Carol Carlson from the Community Action Program on 4/25/2009 regarding the program and the its requirements.  The City has been approved as a host and the Recreation Department is currently working with Candace to hire an Older American as part of this program.
Comments:  The City will continue to monitor this funding mechanism.
