NORTH STATE STREET CORRIDOR IMPROVEMENTS:

 

June 5, Update:

 

The contractor will complete the pavement markings early in the week and begin to install regulatory signage toward the end of the week.  Minor landscaping will also be completed.

 

 

May 29, 2009 Update:

 

During this week, the contractor will concentrate on project clean-up.  Pavement markings are also scheduled for next week, weather pending.

 

 

May 22, 2009 Update:

 

The contractor will be paving North State Street from Boutin Street to Franklin Street on Tuesday.  The road will be closed from Washington Street to Boutin Street during this time.  Landscaping and pavement striping will continue the rest of the week.  Alternative routes are advised.

 

May 15, 2009 Update:

 

Next week, Continental Paving will be grinding North State Street, between Court Street and Boutin Street, in preparation for final paving.  It is anticipated that the final paving will occur towards the end of the week.   Traffic detours will remain in effect and access to North State Street from the Boutin Street intersection will be delayed.

 

 

May 8, 2009 Update:

 

Continental Paving will be completing the sidewalk ramps and constructing the granite cobble stone truck apron at the roundabout.  The road will remain closed and existing detours will continue.

 

 

May 1, 2009 Update:

 

The contractor has completed sidewalk and driveway paving on North State Street.  The grading of the roundabout at the Franklin Street intersection has also been completed.  Next week, the contractor will focus on base paving the roundabout and constructing the cobblestone apron.

 

 

April 24, 2009 Update:

 

The contractor, Continental Paving, has begun work on North State Street.  As of Monday, April 27th, the corridor will be closed to through traffic from Court Street to Church Street. Emergency vehicles and school buses will have access at all times.  Alternative routes should be sought.  Next week the contractor will begin paving sidewalks, constructing ADA ramps and grinding the intersection of North State and Franklin Streets.

 

 

November 21, 2008 Update:

 

The sidewalks between Court Street and Franklin Street have been base paved. Next week, weather permitting, the final top coat will be placed on the sidewalk. Sewer manhole covers and water shut offs will be raised flush with the base pavement throughout the corridor.

November 14, 2008 Update:

 

The contractor has base paved North State Street between Court Street and Franklin Street.  Next week, the contractor will be setting curb and paving the sidewalks.  Traffic detours will still be in effect.  It is recommended that motorists seek an alternate route.

 

 

November 7, 2008 Update:

 

Next week, the contractor will be base paving North State Street, between Court and Franklin Streets.  Traffic will be detoured around the area.  Motorists are encouraged to seek alternate routes.

October 17, 2008 Update:

 

Continental Paving is scheduled to continue upgrading the existing storm drainage conveyance system along the corridor. The road will continue to be closed during this work on the road.  Traffic delays are anticipated.

 

October 10, 2008 Update:

 

City staff has been coordinating the relocation of the private utilities with representatives of the affected companies (Unitil, Comcast, Verizon/FairPoint) for over 15 months.  Unitil began setting new poles in early June with an anticipated completion date of the third week of July 2008.  The timing was coordinated with the contractor's schedule so the two companies would not be in conflict with their crews.  Unfortunately, the heavy rains and lightning storms the state experienced at the end of June through the end of July, coupled with the tornado on July 24th, resulted in Unitil crews necessarily transferring to other parts of the state.  They remobilized in September, and the remaining utilities have commenced their work (the electric wires must be transferred to the new poles first).

 

Continental Paving, the City's contractor, could not mobilize during this time because the existing utility poles that need to be removed are in conflict with either proposed new drainage structures or the reset curb line.  The contractor has subsequently requested that the project proceed in phases, as weather permits, with a project completion date amended to June 30, 2009.

 

The revised schedule is now as follows:

 

Fall 2008: Complete the reconstruction of the corridor between Washington and Court Streets, to include sidewalk, drainage, curbing and base pavement.  Construct 5 foot sidewalks from Washington to Franklin Streets.  Continue with the drainage work north of Washington Street as weather permits

 

Spring 2009 (April-June): Complete the reconstruction of the corridor between Washington and Franklin Streets, to include sidewalk, drainage, curbing and base pavement.  Complete roundabout construction, complete finish pavement from Bouton to Court Streets, and complete landscaping and restoration.

 

In order to complete the work proposed this fall as quickly as possible; the contractor will have 2-3 work crews on site.  Traffic detours will be established similar to what the public experienced earlier in the season.  Emergency vehicles and local traffic will have access at all times.  Through traffic should seek alternative routes.

 

September 2008:

 

September 12, 2008 Update:

 

The private utilities continue to transfer the overhead wires to the east side of the street.  This work will continue over the next few weeks.  Staff is working with the property owners at the Franklin Street intersection to custom design and re-fabricate curbing to fit within the context of the circular intersection.  Curbing is to be modified locally by Swenson Granite.  It is expected to be complete and ready for installation during the week of September 22nd.

 

August 2008:

 

August 22, 2008 Update:

 

The utility companies continue to relocate the overhead wires from the west side of the street to the east side.  Their progress has been delayed due to the severe thunderstorm activity the state has experienced over the past several weeks.  Unitil, as always, has been extremely cooperative and helpful in moving this project forward.  The contractor is rebuilding several of the abutters' walkways, which had to be raised to the new grade of the sidewalk.  Several of the property owners are installing brick walkways as a continuous theme along the corridor. 

 

  

 

August 15, 2008 Update:

 

The contractor has completed installing the back curbing and loam along the corridor. Next week Unitil/National Grid will continue transferring the electric lines to the new poles located on the east side of North State Street.

 

 

August 1, 2008 Update:

 

The City water crews have replaced old water service valves along the corridor.  The private utilities continue to transfer the overhead lines to the east side of the street.  Next week, Continental Paving will remobilize and begin to set the granite curbing along the back of the sidewalks throughout the corridor.  Traffic delays are anticipated.

 

July 2008:

July 18, 2008 Update:

The water crew from the General Services Department will be working to replace old water valves within the work area on North State StreetUnitil will be relocating the electrical lines over to the new utility poles.

July 11, 2008 Update:

Continental Paving has completed the removal of the sidewalks on North State Street, between Court Street and Franklin Street. The new utility poles have been placed and the contractor is now preparing areas for new back curbing. Traffic delays will continue on North State Street between Washington Street and Franklin Street.

 

July 3, 2008 Update:

 

This week, in advance of paving and sidewalk construction, National Grid (gas company) completed the replacement of their services on North State Street, from Court Street to Bouton Street.  Fairpoint Communications is currently relocating the telephone poles along the corridor as well.  Beginning Monday, the contractor will begin to remove sidewalk between Franklin and Washington Streets.  This section of the corridor will be closed to through traffic.  Alternative routes are strongly recommended.

 

June 2008:

 

June 26, 2008 Update:

 

Continental Paving has begun removing the sidewalk on North State Street.

 

 

June 20, 2008 Update:

 

Continental Paving will begin construction next week.  On Monday, they will focus on removing the island at the intersection of Washington Street and North State Street.  On Tuesday, they will begin sidewalk removal on North State Street between Court Street and Washington Street.  North State Street, between Court and Washington Streets, will be closed to thru traffic until the end of July.  Local traffic and emergency vehicles will have full access.  Traffic delays are expected and alternate routes are recommended.

 

May 2008:

 

A neighborhood meeting was held on Tuesday, May 27, 2008 to discuss the contractor's work schedule, on-street parking options and construction impacts to some of the abutters.  Approximately 20 residents attended the meeting.  The contractor is scheduled to begin work on Monday, June 9, 2008 and will work in phases.  Each phase will consist of the removal of existing sidewalks and curbing, road reclamation, the installation of base pavement and the reconstruction of sidewalk and curbing.  The first phase will be between Court and Pearl Streets.  Through traffic will be detoured around this area, however, local traffic and emergency vehicles will have access at all times.  As work continues north, each phase will have a similar traffic detour package.  Over the next few weeks the contractor, staff and design engineer will be meeting individually with certain abutters to discuss details as to how the construction will impact their property.  Construction is expected to be completed in late September 2008.  Parking alternatives for the corridor will be submitted to the Parking Committee for final recommendation to City Council.
