The contractor has been
working on the installation of a catch basin at the corner of

October 17, 2008 Update:
Continental
Paving is scheduled to continue upgrading the existing storm drainage
conveyance system along the corridor. The road will continue to be closed
during this work on the road. Traffic delays
are anticipated.
October 10, 2008 Update:
City staff has been
coordinating the relocation of the private utilities with representatives of
the affected companies (Unitil, Comcast, Verizon/FairPoint) for over 15 months. Unitil began setting new poles in early June with an
anticipated completion date of the third week of July 2008. The
timing was coordinated with the contractor's schedule so the two companies
would not be in conflict with their crews.
Unfortunately, the heavy rains and lightning storms the state
experienced at the end of June through the end of July, coupled with the
tornado on July 24th, resulted in Unitil crews
necessarily transferring to other parts of the state. They remobilized in September, and the
remaining utilities have commenced their work (the electric wires must be
transferred to the new poles first).
Continental Paving, the
City's contractor, could not mobilize during this time because the existing
utility poles that need to be removed are in conflict with either proposed new
drainage structures or the reset curb line. The contractor has subsequently
requested that the project proceed in phases, as weather
permits, with a project completion date amended to June 30, 2009.
The revised schedule is now
as follows:
Fall 2008: Complete
the reconstruction of the corridor between Washington and Court Streets, to
include sidewalk, drainage, curbing and base pavement. Construct 5 foot sidewalks from
Spring 2009 (April-June): Complete the reconstruction of the corridor between
Washington and Franklin Streets, to include sidewalk, drainage, curbing and
base pavement. Complete roundabout
construction, complete finish pavement from Bouton to
Court Streets, and complete landscaping and restoration.
In order to complete the
work proposed this fall as quickly as possible; the contractor will have 2-3
work crews on site. Traffic detours will be established similar to what
the public experienced earlier in the season.
Emergency vehicles and local traffic will have access at all times. Through traffic should seek alternative
routes.
September
2008:
September 12, 2008 Update:
The private utilities
continue to transfer the overhead wires to the east side of the street. This work will continue over the next few
weeks. Staff is
working with the property owners at the

2008:
August 22, 2008 Update:
The utility companies continue
to relocate the overhead wires from the west side of the street to the
east side. Their progress has been
delayed due to the severe thunderstorm activity the state has experienced over
the past several weeks. Unitil, as always, has been extremely cooperative and
helpful in moving this project forward.
The contractor is rebuilding several of the abutters' walkways, which
had to be raised to the new grade of the sidewalk. Several of the property owners are installing
brick walkways as a continuous theme along the corridor.

August 15, 2008 Update:
The contractor has completed
installing the back curbing and loam along the corridor. Next week Unitil/National Grid will continue transferring the electric
lines to the new poles located on the east side of

August 1, 2008 Update:
The City water crews
have replaced old water service valves along the corridor. The private utilities continue to
transfer the overhead lines to the east side of the street. Next week, Continental Paving will
remobilize and begin to set the granite curbing along the back of the sidewalks
throughout the corridor. Traffic delays
are anticipated.

June 20, 2008 Update:
Continental Paving will
begin construction next week. On Monday,
they will focus on removing the island at the intersection of

2008:
A neighborhood meeting was
held on Tuesday, May 27, 2008 to discuss the contractor's work schedule, on-street
parking options and construction impacts to some of the abutters. Approximately 20 residents attended the
meeting. The contractor is scheduled to
begin work on Monday, June 9, 2008 and will work in phases. Each phase will consist of the removal
of existing sidewalks and curbing, road reclamation, the installation
of base pavement and the reconstruction of sidewalk and
curbing. The first phase will be between
Court and Pearl Streets. Through traffic
will be detoured around this area, however, local traffic and emergency
vehicles will have access at all times.
As work continues north, each phase will have a similar traffic
detour package. Over the next few weeks
the contractor, staff and design engineer will be meeting individually
with certain abutters to discuss details as to how the construction will
impact their property. Construction is
expected to be completed in late September 2008. Parking alternatives for the
corridor will be submitted to the Parking Committee for final
recommendation to City Council.
