Planning
The Planning Division works to achieve sustainable development and improve the quality of life in the City of Concord by supporting economic growth and environmental protection, and enhancing the quality of design and development. The key functions of the Planning Division are to provide staff support for the Planning Board, review development proposals, and guide the development and implementation of the Master Plan.

The Planning Division also provides staff support to the Conservation Commission, the Heritage Commission, and the Architectural Design Review Committee.
 

Planning Board 
The Planning Board is responsible for the review and approval of Subdivision, Site Plan, Design Review, and Conditional Use Permit applications based on compliance with the Zoning Ordinance and the Subdivision and Site Plan Regulations.

The Planning Board is also responsible for adopting and amending the city’s m
aster plan, city park master plans, and other land use plans that guide the economic and physical growth of the city and improve livability. The Planning Board actively engages the public through workshops, public hearings, and educational outreach to ensure that all residents have the opportunity to be involved in shaping the future of Concord.

The Planning Division provides technical assistance and guidance to the Planning Board on development applications, as well as on updates to the Public Capital Facilities Impact Fee Ordinance, and amendments to the Subdivision and Site Plan Regulations.
 
Development Assistance
The Planning Division
works directly with citizens, consultants, and other city staff on the review and approval of subdivision, site plan, design review, and conditional use permit applications. We provide professional advice, technical expertise, and practical alternatives to ensure compliance with city regulations while encouraging innovative design solutions and positive change. 

The Planning Division also encourages applicants to take advantage of Development Assistance meetings, which provide an opportunity to sit down with city staff from multiple departments prior to filing an application. Please contact the Planning Office at 603-225-8515 to set up a meeting.

Master Plan
The Planning Division is committed to engaging the community and working cooperatively to develop and implement a shared long-term vision for the future of the city that reflects citizen input and community values.
