1.     What are the hours of parking enforcement?

Effective Nov. 1, 2008, all parking meters in the City of Concord will be enforced from 8:00 AM – 5:00 PM, Monday – Friday.  This includes all 3 municipal garages and all on-street meters.  The rate is 50 cents per hour in the municipal garages and 75 cents at on-street meters and kiosks.  Parking meters are free after 5:00 PM, on weekends, and on Holidays.  A good rule of thumb is:  If the banks are closed for a holiday, you don't have to feed the meter.

2.     Where can I park all day in downtown Concord?

The City provides ten-hour parking in the Firehouse Block Garage, Durgin Block Garage and Capital Commons Garage, as well as on Storrs Street.

3.     Where do I go to pay a parking ticket?

Parking Citations may be paid using the envelope that you received. The Manchester, NH, address allows your payment to be directly sent to the bank. You may also pay citations directly at the City of Concord Police Department located at 35 Green Street. Citations paid at the Police Department will be sent to the bank and are not processed at the Police Department.

We recommend that you do not send or pay citations in cash. Including your citation number on your check will assist in the processing of your payment. A citation must be paid within 5 days to avoid delinquent penalties. After 5 days, you will be charged a delinquent penalty

4.     Can I return to my meter and insert more money to stay longer?

You must leave a parking space (1 and 2 hr meters) when the time limit posted on the meter has been reached. It is illegal to deposit additional coins in the meter after the time limit has been reached. Street meters are intended for short-term parking. The purpose of the time limit is to ensure that parking spaces regularly become available for customers of area businesses and visitors to the area. You may return and deposit coins to increase your stay at the 4 and 10-hour meters.

5.    What should I do if my meter is broken or doesn't register payment?

Don't assume it is a free parking space or you may get a ticket.  The best thing to do is move to another meter and report the problem to Parking Control at 603-225-8516.

Hint:  The electronic meters utilize two electronic eyes, which must read your coin as it drops. Coins should be dropped slowly so the eye can register each coin prior to the next being inserted. The meters do not take foreign coins or tokens of any kind. If the meter becomes jammed it still may take coins although you will not be given credit. The meter will show an “out of order” symbol 60 seconds after it has been jammed.

6.    It's snowy - do I have to pay the meter?

If you can get to the meter, yes.  This may mean going to the end of the block and walking back up the sidewalk.  If the sidewalk hasn't been cleared and the Parking Enforcement Officer can't get to the meter, you don't have to feed it.

7.     Can I use a Disabled Permit at meters or in timed parking zones?

 Vehicles bearing valid disabled parking permits or plates may park without charge.  These vehicles are allowed the maximum time of parking for the meter or zone area which they are parked in.

8.     Can I park overnight in the City of Concord?

You may park overnight unless a Parking Ban has been called.  Pay special attention during the winter months as this is when the Parking Bans are frequently used.

9.     What happens if I do not pay my parking citations?

After 5 days, you will be charged a delinquent penalty.  Should you accumulate five outstanding citations and an amount over one hundred dollars, your vehicle is subject to impoundment.  You will have to pay by cash or cashiers check all outstanding fines prior to your vehicle being released. This also could include costs associated with the impoundment of your vehicle.

10.     What if I cannot afford to pay all my citations?

You should contact the Parking Control Division immediately. You may qualify for a payment plan. This is a six-month interest-free payment plan that, as long as you remain current, will keep your vehicle from being impounded.
