Parking Enforcement

Parking Sign

Sound parking enforcement is important to the health, safety and economic vitality of the City.  Our dedicated and productive enforcement staff is the heart of our effective parking enforcement program.  A well designed enforcement effort enables the City to maximize its use of the existing parking supply.

Strategic Parking Plan Development
The City began the process of preparing a strategic plan for the Parking System in 2014.  The goal of the planning process was to develop a strategy to make the Parking Fund financially solvent while simultaneously furthering economic development goals, enhancing customer service, and improving the quality of the City's parking facilities.  The Parking Committee presented its final Strategic Plan to the City Council on November 13, 2017.  The Strategic Plan included a variety of short and long-term recommendations to be implemented over the next several years.  On December 11, 2017, the City Council approved several ordinances to begin implementation of parking reforms.  Ordinances included changes to parking rates, hours of enforcement, citations, and resident permit parking near the UNH Law School.  Financial components of the Strategic Plan will be brought forward as part of the upcoming Fiscal Year 2019 budget process.  The Parking Committee's report, together with related documents, is available below in the "Final Report" section.
